The upside to this IT Security index is that countries that are host to malware score lowly, bringing down their average scores. The downside to this negative index is that over 655 countries scored top points and many of these are not countries that have excellent IT security, but merely are countries that do not have much IT infrastructure. Hopefully a positive measure of IT security will resolve this in the future.
